Lubomyr Luciuk

Biography

Lubomyr Luciuk is a professor of political geography at the Royal Military College of Canada. Born in Kingston, Ontario he earned an Honours BSc and MA from Queen's University and a PhD from the University of Alberta (1984) before taking on several postdoctoral fellowships. His position at RMC began in 1990. He is also a Fellow of the Chair of Ukrainian Studies at the University of Toronto.

            Dr Luciuk specializes in the political history of Ukraine in the 20th and 21st centuries, in Canadian ethnic and immigration history, and refugee studies. He is the author, co-author, editor and co-editor of 32 books and manuscripts and has had over 200 of his opinion-editorials published in major Canadian and international newspapers. As an active member of the Ukrainian Canadian Civil Liberties Association, he spearheaded a number of projects dealing with the internment of Ukrainians and other Europeans as "enemy aliens" in Canada during the First World War and the genocidal Great Famine of 1932-33 in Soviet Ukraine (the Holodomor), as well as organizing various commemorative and educational projects across Canada, in the USA, France, England, Wales, and Ukraine. He has served as a Governor-in-Council appointee to the Immigration and Refugee Board of Canada and the Parole Board of Canada. His most recent book, Operation Payback, describes how the Soviet KGB orchestrated a campaign to sow discord between the Jewish and Ukrainian diasporas over the issue of alleged "Nazi war criminals" in North America. With Dr Volodymyr Viatrovych he is the co-author of a just-published book, Enemy Archives: Soviet Counterinsurgency Operations and the Ukrainian Nationalist Movement (McGill-Queen's University Press, 2023). In 2020 Dr Luciuk was distinguished with the Cross of Ivan Mazepa, awarded by Ukraine's President Volodymyr Zelensky.
